Would the best way of going about this is to create a custom web form with fields for username, password and email and then create an event where each time the form is submitted the login info is emailed to the email entered in the email field?
There doesn't seem to be an area in the user manager where you can associate an email address to a user.

In the UserMnager if you click on ShowAll button, you will see part under the username, where you can enter their email address and complete name.
You can create a base event on the default user and set it to be triggered when the user Accepts Disclaimer. You can set up the event to email to %user_email% and then it will use the variable you set in your form.
