Spaces in links not converting to %20 when Sharing

When a user chooses a single file to share via email link, and that filename contains a space, the link appears correctly in the dialog confirmation dialog, but when they click Open in Email Client, the %20 are converted back to spaces in the message body, so the link doesn't work.

Anyone know if this is a mail client issue or a setting in CrushFTP?  We're currently running Outlook 2011 for Mac.  I've tried this from Firefox and Safari.

In the User Manager, default user, WebInterface section, customizations list, set the default share body.

Encapsulate the {web_link} with anchor tags.

<a href="{web_link}">{web_link}</a>

And make sure that you edit the raw HTMl view of things.
